SUMMIT COUNTY COMMUNITY MENTAL HEALTH BOARD
Edward Howard spearheaded a community relations program to improve understanding of mental health services provided by the Community Mental Health Board of Summit County. The goal was to strengthen acceptance and use of those services and to build support for a tax levy. We conducted a survey of voter attitudes toward the mental health system to gauge their support for the levy. A levy campaign plan and the organization to implement it was developed. We recruited key campaign personnel and also held a planning retreat for Board members, staff and contract agencies. The campaign included targeted direct mail, spokesperson training, speaker's bureau, print and radio advertising, media relations and publicity, and special events including a mental health forum. The levy passed as a result, producing more than $35 million for mental health services.
