NEVER TAKE YOUR EYE OFF THE GOAL:
HOW GRASSROOTS ACTIVISM PRESERVED THE FUNDING OF OHIO'S
250 PUBLIC LIBRARY SYSTEMS
When the critical state funding base for public libraries in Ohio was threatened – along with it libraries' outstanding levels of service – the Ohio Library Council, working with Edward Howard, developed and implemented a comprehensive, grassroots-oriented public affairs program to preserve libraries' vital financial resources. The program incorporated training in lobbying the legislature; use of a uniform message; statewide awareness activities which were tailored for local implementation; enhanced media relations and presentations to the legislature. The program succeeded, both in financial and organizational development terms, and underscored the importance of effective communications, even for organizations with stellar reputations.
